How did these injuries happen?
People really stopped to take casual pictures of their injuries
I would imagine that medical personnel would take pictures. And some people (ghouls) might snap a picture before they have treatment.
If that happened to me I'd make the nurses/doctors take pics for me. I don't think it's weird.
